City finances: FY 2025-26 fourth quarter
The general fund ended about $2.9 million ahead of budget, with reserves nearly fully funded (catastrophic reserve about $360,000 short). Sales tax beat budget; property tax came in $3.9 million under.
Development and construction fee increases
The city updated what builders and developers pay in building, engineering and planning fees. Higher fees can mean higher housing costs but also fund plan-check and inspection services.
Energy Affordability State Bills
The council formally backed SB 1138, AB 1761, and AB 2493, aimed at keeping electric rates affordable and holding the grid operator accountable.
District-Based Board and Commission Seats
One seat on five city commissions will now be nominated by council district, with Traffic Safety appointees required to live in their district. It passed 3-2 after extended public comment from Rita Beyers and others.
FY 2026-27 Open Space Maintenance District Assessments
The council levied the annual maintenance assessments homeowners in the city's open space and maintenance districts pay for landscaping and upkeep. Some assessments exceed $500, which one resident compared to a large HOA dues payment.
Open Space District Assessments for FY 2026-27
The council renewed special taxes across dozens of community facilities districts and continued open space assessments to July 21, meaning many homeowners will see these line items on their property tax bills again this year.
Delinquent Sewer and Trash Bills Become Property Liens
If you fall behind on city sewer or trash bills, that unpaid balance can now land on your county property tax bill as a lien. Both measures passed unanimously after public hearings.
Housing Funds Diverted to Community Shuttle
The council moved $440,000 in Housing Authority money from the bridge shelter to the community shuttle program, which housing advocates say shortchanges rent assistance and homeless services at a time of rising need.
